Foreign Nationals 

Introduction
European Directive 2005/36/EU  makes it easier for persons working in regulated professions  such as qualified gas installers to work in European Member States (MS) by simplifying the recognition process.

The directive is implemented by Statutory Instrument 2007 No.2781, the European Communities (Recognition of Professional Qualifications) Regulations 2007. 

Competent Authority
In the UK the Competent Authority  responsible for registering gas installers is CORGI.

Registering with CORGI
If you intend to apply for registration with CORGI under the Directive you will need to submit a Declaration and forward any accompanying documentation e.g. qualifications, certificates etc to CORGI.

The registration process differs for both temporary & occasional service providers and permanent service providers.

If you intend to become permanently established to carry out gas work in the UK then the Declaration only needs to be completed once. If you intend to provide temporary or occasional gas work in the UK then the declaration need to be completed every 12months.

Once your completed declaration and accompanying documentation has been received, CORGI will assess your gas qualifications and experience to determine whether you have the necessary skills, experience and knowledge to carry out safe gas work in the UK.

You will be advised of the outcome of your application within one month of CORGI receiving your declaration and any accompanying documentation.

Successful Declaration
Providing your qualifications and experience are sufficient you will be accepted onto the CORGI register of competent gas installers.

Unsuccessful Declaration
When there are substantial differences between your professional gas qualification and those of the UK, CORGI will advise you of those differences and the two options (Compensation Measures) that you can choose to demonstrate that you have the required competence in terms of knowledge, skills and experience.

The Compensation Measures can be by either undertaking an aptitude test or undertaking a period of adaptation with a CORGI registered business. Once successfully completed you will be eligible to apply for CORGI registration.

Appeals
If you do not agree with CORGI’s decision you have the right to appeal 

CORGI strongly recommends that applicants read the content of the  Guidance for EU Gas Installers which provides further guidance and information on the requirements of EU Directive 2005/36/EC and UK Statutory Instrument 2007 No.2781
