CORGI's remit from the HSE is to keep a register of Competent Gas Installers and to ensure that they work in a safe manner.
When an installer is reported as potentially unsafe CORGI investigates and if necessary will remove an installer from the register:

In line with the Human Rights Act, CORGI operates a fully compliant appeals process for any installer removed from the register for non-compliance with the rules. The Independent Appeal Board was set up in July 2002 and currently consists of 10 appropriately qualified persons. They were selected through a process of open advertisement and independent selection and not one of them is an employee, officer or member of CORGI or the Principal Representative Body of CORGI. An appeal is heard by a panel of three people selected from the Appeal Board.
